Cell Phone Policy

JSCC will pay a stipend to employees in certain specified positions to assure they have access to certain forms of communication. When away from their offices these positions need some or all of the following: ability to receive and make phone calls, send and receive text messages, access their appointments, and receive and send emails. 

Communication Levels 

High-End Data Users 

Positions that need high monthly minutes, text messaging, access to email, and calendar access for appointments and· planning. These users need to be reachable while on campus (and out of office), off campus, after business hours, and weekends. Stipends are $100 per month. 

Regular Data Users 

Positions that need high monthly minutes, text messaging, and access to email capability. These users need to be reachable while on campus (and out of office), off campus, after business hours and weekends. Stipends are $52 per month. 

Stipends 

The regular monthly stipend will include an estimate of service costs, cell phone replacement costs, and associated taxes. Cell phones are projected to last two years before a replacement is needed. Therefore, the stipend incorporates a monthly estimated amount that should be adequate for the purchase of a replacement phone after a two-year period. The user will be responsible for paying his/her phone bill monthly and purchasing any subsequent replacement phones and accessories. 

Employees serving in a position that qualifies for one of the three positions may opt to a lower level category and stipend. Written documentation requesting the lower level category with a signature from that employee will be maintained.

  • President 
  • Vice Presidents 
  • Academic & Non-Academic Deans 
  • Physical Plant Director 
  • Maintenance Supervisor 

Regular Data Users 

  • Athletic Director 
  • Assistant to the President 
  • Human Resource Director 
  • Office of Information Technology Director 
  • Technical Services Coordinator 
  • Director of Workforce Development 
  • Environmental Health & Safety Training Coordinator 
  • Distance Education Director 
  • Communications & Public Relations Director 

Note: Positions that are not identified above as qualifying positions may receive approval by the President. In order for a non-qualifying position to become qualified the Vice Presidents must submit proper rationale for why that position should receive special approval and the President subsequently approves the request. Also, in order for a qualified position to move up to a higher User Plan the Vice Presidents must submit proper rationale for why that position should receive special approval and the President subsequently approves the request. 

Emergency Phones 

Each division may maintain emergency phones. The emergency phones may be checked out for use by employees when appropriately needed. Emergency phones are to be used for business only. No personal calls shall be made or received on Emergency phones.
