Employee Work Schedule/Compensatory Time

Purpose

Supervisors are responsible for scheduling work hours and providing the appropriate documentation for timekeeping and leave reporting pursuant to the Fair Labor Standards Act, Tennessee Board of Regents (TBR) policies and guidelines and Jackson State Community College policies and procedures. The schedule may be changed by the supervisor or the president if it interferes with college business.

Responsibilities

  • The President is responsible for ensuring conformance to this policy.
  • Supervisors are responsible for ensuring conformance to this policy.
  • The Human Resource Director is responsible for the implementation of this policy.

Policy

The following procedures apply to this policy:

  1. I. Normal hours for an employee’s daily and weekly basic work requirements are between the hours of 8:00 a.m. and 4:30 p.m., Monday through Friday. During this time, a scheduled lunch hour must occur between the hours of 10:30 a.m. and 2:30 p.m. (Regular part-time employees may request a 30 minute lunch break.)

    In some situations, the College may require that an employee work a schedule that is outside of their normal schedule. In these cases, the supervisor shall ensure compliance with the Fair LaborStandards Act (FLSA).
  2. II. Excluding overtime/comp time hours, all regular full-time employees are required to either work or account for, by leave or other means, 7.5 hours per day, 37.5 hours per week. Regular part-time employees are required either to work their approved schedule or account for the work time with leave. For support staff employees, overtime hours will be approved and compensated in accordance with Jackson State’s Overtime and Compensatory Time Policy, which is provided in the employee handbook.
  3. III. In the case of compensatory time or a lunch break outside the designated hours, employees must submit the Alternate Work Schedule/Compensatory Time form (Attachment A), with the reason for the request stated, to their immediate supervisor or his or her designee prior to the time being taken. All college offices must be covered from 8:00 a.m. to 4:30 p.m. Monday through Friday. Supervisors must ensure this coverage and have the right to reserve 8:00 a.m. to 4:30 p.m. schedules or schedules they deem appropriate for the needs of the college for specific positions and work areas.
    1. A. Full-time administrative employees shall be required to devote sufficient time to complete their assigned duties.
    2. B. Support Staff employees are eligible for compensatory time.
    3. C. Each employee participating in an Alternate Work Schedule must ensure that any outside employment is in compliance with the Outside Employment and Extra Compensation guidelines, which is provided in the employee handbook.
    4. D. In the case of compensatory time, employees must submit actual comp time accrued and the designated time for its usage. Employees shall accrue and be paid compensatory time in accordance with the regulations provided in the employee handbook.
  4. IV. Eligible employees who do not submit an Alternate Work Schedule form for approval must work Monday through Friday from 8:00 a.m. to 4:30 p.m. with a one-hour lunch break between 10:30 a.m. and 2:30 p.m.
  5. V. Alternate work scheduling must be approved in advance by the supervisor, or his or her designee with documentation on file in the Human Resources office.
  6. VI. Employees who fail to request or receive approval for compensatory time or an alternate work schedule in advance may be subject to disciplinary action up to and including termination.
